EMERGENCY PREPAREDNESS

The Federal Bureau of Investigation (FBI) has identified several different levels of threats:

  • Low
    • Threat is vague and indirect
    • Information lacks detail or realism
    • Content does not suggest that the person will carry it out
  • Medium
    • Threat is more direct
    • Shows that some time has been put into planning
    • Contains details of a time and place, but these are vague and unrealistic
    • Possible statements of intent
  • High
    • Threat is direct, specific, and plausible
    • Shows the person has put the time into the planning
    • There are evident and concrete details of a time, place, victims, etc.
